Who is blinder? // Quien resulta mas ciego?

Tengo un invento en la cabeza desde hace unos 20 años.

Conoci a un inventor, ahora buen amigo, y justo una pieza faltante en el rompecabezas, de la materia necesaria para construirlo y con no menos de 40 años de experiencia.

Le platique y me dijo: "maravillosa idea, y sé bien que no existe pues hay limitantes tecnicas que hay que solventar, pero mas que nada, muy noble querer hacer algo por y para nuestros ciegos, pero... crear cualquier cosa para los discapacitados necesita ser donada porque nadie esta dispuesto a pagar un dolar, todas las instituciones a cargo lo quieren regalado. No es negocio para nadie. Me consta, asi tengo decenas de inventos en mi cajón...resolviendo esto, claro que te ayudo!"

Exactamente, no es negocio para nadie, y menos para los discapacitados...

Me pregunto entonces, cientos de millones de ciegos en el mundo -por hablar de una discapacidad puntual- No son negocio?
Yo no tengo la plata para crearlo y a ver que pasa despues. Es mucha plata para hacerlo a traves de un esquema nuevo de crowdfunding, los esquemas tradicionales, uta, menos...

Me pregunto entonces cuantas del 70% de las iniciativas fallidas de innovacion son por simples fallas del sistema, preconcepciones idiotas que "los productos para discapacitados deben ser donados" o "no puede ser negocio" lo que sea...

Supongo termina siendo como los espacios de estacionamiento para discapacitados, que a nadie le importa usarlos hasta el dia que nosotros mismos los necesitamos libres...

Todos estamos tan encerrados en nuestro pequeño mundito que nunca nos paramos a pensar, "Y si yo lo termino necesitando algún dia?" Y con esto me refiero a todo. A la gente, a los aparatos, a la ayuda, a la tecnología.... "nunca me va a pasar a mi", hasta que nos pasa...

Quien resulta mas ciego? El ciego o quien por voluntad propia No quiere ver?

Igual y se queda en mi cerebro otros 10 años... o 100... Lastima.

Nah, seguro sale, la pregunta es cuando y como...

I've had an invention in my head for the past 20 years.

Just met an inventor, who turned to be a good friend now, and I'm sure he's one of the key missing pieces in the jigsaw puzzle, on spot expertise and 40 years experience.

Shared my invention and replied: "Awesome idea, I know for a fact that doesn't exist because we still face a few technical issues we must address, but mostly, very noble of you to have thought and yearned action to help our blind, however... To create anything for the disabled you must donate it because nobody is willing to pay a single dollar. Every institution in charge wants everything for free. Not worth the effort for no one. Believe me, I have dozens of inventions of the sort in my drawer...Solving this issue, I'll be more than happy to help you!"

Exactly then, that is not a business for anyone. Much less the disabled...
 I wonder then, a couple of hundred million blind people in the world - to call out a single disability - Is not a business worth bunch?

Me personally, don't have the resources to create it and see what happens later. It is way too much money to launch it through crowdfunding, and traditional methods much less...

I wonder then, How many of the 70% of failed innovation initiatives are dead just because simple system faults, idiotic preconceptions like "disabled inventions must be donated" or "that can't be a business" or whatever...

I guess it is like disabled parking, nobody cares to park there unless someday you'll be the one needing the free space for yourself...

All of us are so inside our own little world that we never stop and think, "What if, I end up needing that someday?" And with this I mean everything: People, help, gadgets, technology... "that will never happen to me" we say, until it does...

Who is blinder? The blind or the one who willingly won't see?

I guess I'll keep that invention in my head for 10 more years... or 100... pity.

Nah, for sure I'll do it, question is when and how...

ROWE vs Free Range chickens? // gallinas sueltas o por resultados?

Estimados lectores,

Gran parte de mi experiencia industrial ha sido en ambientes ROWE (enfoque a solo resultados, por siglas en ingles) los cuales en definitiva abundan, lo que es lógico y en un momento profundizo en la critica,  pero lo principal es que la visión de corto plazo termina enfocándose en lo urgente y no en lo importante, lo cual termina por convertirse en visión de túnel curvo, finalizando por estrangular la visión de largo plazo.

También trabaje en una pequeña empresa que, vaya, aprendí Todo lo que uno no debe hacer como jefe ni como empresa, entre otras cosas, no teníamos jerarquía, nadie era jefe de nadie y a pesar de que si teníamos tareas claras, eramos 60 individuos cada quien jalando para su santo. Pero si algo bueno aprendí, es que la exigencia puede no ser sobre resultados, pero sobre la actitud.

La gente reacciona mal ante cualquier extremo. En el ROWE, la gente acaba quemándose los fusibles. En un caso tuve una muerte por paro cardíaco en la oficina de un compañero. Yo termine en tres ocasiones cuando joven, con ataques de nervios, que me disparo una foliculitis aguda en una ocasión, en otra con un dolor profundo de pecho los cuales no se la deseo a nadie. A ambos se nos estaba exigiendo mas allá de nuestra capacidad humana y nos termino por afectar en la salud porque "se nos quemo el santo."  

Hay múltiples estudios por múltiples instituciones que conectan el indice de stress laboral a problemas cardiacos, obesidad, diabetes, etc. lo cual no solo disminuye la capacidad humana sino la calidad misma del trabajo. En mi caso personal, cuando empece con las afecciones, sin saberlo en aquellos momentos, en una de las temporadas, llegue a trabajar 18 horas diarias por semanas enteras para cumplir las exigencias de mis jefes. Evidentemente mi propia eficiencia se vino abajo, los nervios de cumplir a como diera lugar tomaron posesión de mi y reventé como sapo en las tres ocasiones.

En la otra empresa donde estábamos como gallinas libres, todo lo contrario, lo estresante era que a pesar de tener objetivos, no había una clara estructura de trabajo, no había procedimientos o reglamentos simples y claros a seguir, entonces, vaya, las maquinas o productos que fabricábamos salían de milagro. Yo propuse mas de 30 innovaciones tanto a procedimientos como reglamentos de trabajo durante mis primeros dos meses, pero el dueño de la empresa estaba demasiado distraído jugando golf y abriendo la oficina corporativa en el centro de la ciudad... 6 meses después de que me salí, la empresa cerro sus puertas después de 40 años de existencia. La innovación de los productos fueron los que mantuvieron la empresa a flote por tanto tiempo a pesar de no tener estructura empresarial.

Cuando me tocó a mi ser jefe de mas de 200 gentes, fui muy exigente, pero nunca despiadado. Si teníamos que entregar un pedido, trabajábamos 24 o 36 horas seguidas (bajo convenio con el sindicato), y por lo mismo descansaban 48, el resultado de tener a un cliente contento por un pequeño sacrificio.

Gente trata a gente como quiere ser tratado como gente. No quasirobots tratando de empollar robots siendo... gente. Chistoso como algunos jefes acusan de flojos a sus subordinados siendo ellos demasiado flojos para supervisar y motivar correctamente. Palabra clave> correctamente.

Yo Jamas lleve a una persona al colapso nervioso, a menos que fuera deliberadamente por un bien mayor y solo sobre la negligencia de la misma persona. La clave esta en conocer bien y a profundidad a cada uno de los colaboradores para saber si es negligencia o capacidad. Esto fue una de varias innovaciones de RH que yo implemente. Y durante 8 años de ser jefe, me funciono maravillosamente y siendo también capaz de lanzar mas 50 productos nuevos al mercado, es decir, creando una cultura de innovación interna.

¿Como saber si la gente esta sobreexplotada?:
 quiten el café y si parece que todos se murieron, si, la gente esta sobrecargada.
El exprimir a la gente buscando resultados inmediatos tipo ROWE tiene sus ventajas por supuesto, pero tiene un costo. Entre mas fuerte sea la presión, mas alto sera el costo de largo plazo. Hay que innovar en los procesos y recursos humanos para asegurar el largo plazo de las empresas. El sistema ROWE usualmente condena, mucho menos facilita la cultura de innovación, la cual es vital para la supervivencia de las empresas. Google es el maestro de balancear las dos cosas de forma simultanea. Yo lo logre, a mi escala por supuesto, pero antes de saber que Google existiera.

Most of my industrial experience was in ROWEs, by logic these is the most abundant environment, and I'll get to criticize in a minute, but the key aspect is that short term vision makes you focus on the urgent and not on the important, which in turn ends up creating a curved tunnel vision, that is at the end of the day, you end up strangling the log term vision.

I also worked in a small factory that, well, I learned everything you must do to screw things up as a boss and as a company. Among other things, we had no hierarchy, no one was a boss of no one and despite we did have clear tasks, we were 60 people each pulling each owns chariot. But I did learn something good, that you can as a boss demand not over results but on attitude.

I learned that people end up reacting very badly on both extremes. In ROWE people burn out their own fuses. In one occasion a coworker dropped dead by a heart attack in his office. I ended three times when younger with severe nervous attacks, one of those with severe chest pains I wish on no one. To both of us we were demanded just too much over our human capacity and ended affecting our health, "our saint was burned down".

There are plenty of studies made by very reputable institutions which connect work environment stress to heart, obesity, diabetes, etc problems. Which in turn not only affects the human capacity but the quality of the work output execution. In my personal case, when I started with my afflictions, I was working myself off 18 hours a day for a long period of time, just to please my bosses. Evidently my own work efficiency came tumbling down, nerves got hold and the best of me and I exploded like a toad on three occasions.

In the free range chicken environment, on the contrary, the stress came out of despite knowing our tasks we had no clear structure to execute, no rulebook or clear and simple procedures to follow, so the machines we produced came out miraculously. I proposed 30 innovation in procedure work rules in my first couple of months on the job, but the owner was preoccupied by his golfing techniques and opening the downtown corporate offices... 6 months after I left, the company shut down their doors for good. Product innovation was their only salvation for 40 years of existence, despite not having any work rules.

When it was my turn to be boss to over 200 people I was very demanding, but never ruthless. If we had to deliver an order to a client, from time to time with the union reps on board we had 24 to 36 hour shifts, but then we rested for 48. The small sacrifice to have a big customer account really happy.

People, please treat people like people to be treated like people. Not quasirobots trying to hatch robots being ...um, people. 
Funny how managers that accuse lazy employees is because they are usually too lazy to supervise  and motivate correctly... keyword> correctly. I never drove someone to a nervous breakdown unless they deserved that out of personal negligence and for the greater good. The key is to know each individual real good to know if its negligence or capacity. This was one innovation I brought and implemented in HR. For 8 years as a boss it worked wonders, and with this I was able to launch 50 new products to market, that is, I created our own Innovation Culture.

To exploit people in order to satisfy the ROWE objectives has its advantages, of course, but as everything, it has a cost. For the greater pressure on people the bigger it will be the cost on the long term.

We must be able to innovate the processes, procedures and human resources in order to insure the company's long term survival. The ROWE System usually condemns much less facilitates the Innovation Culture which is vital for the company's survival. Google is the master in balancing both simultaneously. I did it, at my own scale of course, but before I knew Google even existed.

Errores estadisticos, enserio? // Statistical errors, Is that So?

Queridos lectores, acabo de leer un estudio hecho por un Doctor en no se que, investigador, etc etc... El estudio de muchos miles de datos obtenidos de varios estudios con numeros exageradamente impresionantes de 200,000 individuos encuestados y no se que mas. El estudio se trata de la correlacion entre la motivación en el trabajo y el dinero recibido de paga.... El resultado dice que no la hay, Ok, perfecto.... Tambien dice que la psicologia del dinero es mucho mas compleja... Estoy de acuerdo.

Aqui se tiene una frase que dice mucho la gente y mucha se comporta de la misma manera: "jefe, tu como que me pagas y yo como que trabajo..." 

Bueno, independientemente de que efectivamente no dice que preguntas se hicieron, mi suposición es que como en (casi) todas las estadisticas por encuestas, las preguntas no fueron las correctas.... Digo, por los resultados sospecho fuertemente que las preguntas giraron sobre: "¿te gusta tu trabajo?", "¿Estas bien con lo que te pagan?" y "¿Te gustaria ganar mas?", Vaya, dudo que hayan preguntado:
"¿Cuánto crees que vales?"
"¿Cuánto vales versus lo que te pagan?"
"¿Si hoy yo te bajo tu ingreso a la mitad, te seguiria gustando tu trabajo igual? -  ¿y si te lo duplico?"
"¿Si pudieras cambiar algo magicamente de tu trabajo, qué y porqué seria?"

Puedo apostar que la gran mayoria contestaria algo por el estilo: "me cortas mi sueldo y me voy" o "me duplicas mi sueldo, le hecho mas ganas"... Entonces, estas respuestas si dan una correlación de dinero versus felicidad. Vaya, a diferencia del que respondiera la misma pregunta: "No me importa, asi fuera cero, me quedo porque adoro mi trabajo" u "odio mi trabajo, asi me pagues 200 veces mas" o la más peligrosa de todas: "me vale". Los resultados SI tendrían una correlación, de, no sé 30, 50, 95% contestando lo primero, versus 20, 90 o 5% contestando lo segundo.

La cuarta pregunta va a evaluar a la parte ambiental y Cultural de la empresa, determinando qué y a que grado de deseo de cambio se busca. Igual, no es lo mismo: "cambiaria las lamparas", o "me gustaria tener ventana" a "cambiaria a mi jefe" u otra vez, la mas peligrosa de todas: "me vale, no me importa". En fin, nadie está al 100% satisfecho porque va en contra de nuestra naturaleza humana perfeccionista y ambiciosa. Si se esta absolutamente satisfecho a mi me da una señal de alarma de la indiferencia...Satisfecho, mas no contento, No es lo mismo.... ¿Ven?

Ahora bien, yo he hecho muchos estudios estadísticos y la sorpresa que yo me he llevado es de lo que pasa según quién hace el estudio. Si es el jefe o alguien de afuera, los resultados son impresionantemente diferentes.

Y queridos lectores, los que me siguen desde el principio, saben que no me voy a quedar aqui, me voy a ir a la luna extrapolando y conectando puntos aparentemente inconectables:

 En base a cientos de estudios estadísticos que he hecho o he visto, todavia me sorprendo de la facilidad con la que demasiada gente los lee al revés. "46% de la población dice... blah (+/-7% de margen y un muestreo de 50,000)" vaya, el muestreo es importante, si, si estamos hablando de Tonga, o Pitcairn... Pero ademas, ¿El margen de error? ¿Es mayoria o no? ¿Que pregunta se hizo? ¿Cual es el contexto? ¿población, que clase de población?

En México teniamos (o tenemos, no se, no veo TV) un programa que preguntaba a 100 personas que opinaban y el juego era de que habia dicho la mayoría, no importando si tuvieran la razón o no... El par de veces que me vi forzado a verlo, me sorprendió cómo a la hora de encajonar las respuestas de una forma u otra, se cambia totalmente de sentido...independientemente de la inteligencia colectiva, que es tema para otro dia.

Otro ejemplo, el par de encuestas telefónicas o en el centro comercial que por simple aburrición me he forzado a contestar, y peor cuando les contesto: "depende"... Pobres encuestadores, me devuelven unas miradas de: "muerete" y me fuerzan a contestar algo que no es completamente cierto, o no todo el tiempo, obviamente afectando la veracidad de mis respuestas... Y si afectan así mis respuestas, ¿Cuántas no?

Otro: En un estudio sobre la emisión de gases tóxicos al ambiente en Gran Bretaña se dijo que habia bajado 19% en 20 años por el cambio de uso de carbón por gas natural en sus plantas termoeléctricas... Si, seguro, pero solo midieron Subjetivamente Cada unidad de electricidad, es decir por Kilowatt. Pero si hubiesen reportado la realidad que es el TOTAL de gases emitidos, es mas de un 25% arriba por el simple hecho de que estan consumiendo mas electricidad que hace 20 años y no se han sustituido las termoeléctricas por otras formas de generación mas amigables...

Entonces, lo que le llamo yo en estadística Subjective Skew o alteración por subjetividad es el peor enemigo de la misma estadística y me aterroriza y divierte ver que la gran mayoria de analistas o estadistas no lo vean...

En mi otro post del Internet Asesino hablo de los porcentajes de libros, en donde todos se apanican por que el internet asesino ya esta por clavarle el último clavo al ataúd de la industria editorial... Resulta que efectivamente, pero solo en EUA el crecimiento en 3 años que si ha sido impresionante del 1% al 17% al 23%... pero si la curva de crecimiento sigue con esa tendencia, la realidad es que el proximo año sera 26, al siguente 27, y tal vez se estacionará sobre el 36%... Lo veo por el numero de cambio! (de 17 a 23 hay 6 puntos de diferencia, ~tres veces menos que del 1 al 17...)  En Europa hoy solo es el 2%... Y asi como que muy incultos, no, evidentemente no lo son. Eso habla del contexto que simplemente les gustan mas los libros de papel...

Que puedo yo decir, Si, claro que sintieron pasos en la azotea, pero el contexto es que se les acabo el imperio de 500 años de control de cómo se venden los libros, y el cambio es lo que les apanica, logico.

Tambien es cierto que se vuelve noticia para vender noticias, se vuelve noticia para vender ebooks "pues todo mundo ya lo hace" se vuelve noticia para crear modas o tendencias.... Aunque llegara al 50% (insisto, solo en EUA a corto plazo), sigue muy , muy lejos del 100% cosa que la realidad y si la  historia nos enseña algo, no va a llegar sospecho que por lo menos en un par de generaciones. De todas formas aunque llegara, los escritores y los lectores no iremos a ningun lado... Entonces lo importante permanece...

Otro... me puedo seguir con ejemplos porque el humano asi es, asi somos...

¿Entonces que demonios quiero decir con todo esto??? La forma de leer la estadistica como el contexto lo es todo. Mal leidas o ejecutadas resultan ser unas mentirosas (o conspiradoras, eso si no se).

Dear readers, I just read a study made by a PhD in who-cares-what, researcher, etc,etc... The study that comprised a few million data obtained from a few studies, quite impressive in fact, well over 200,000 individual surveys and what not. The study was about the correlation between job motivation and money received by it... The study concluded that there is NO correlation... Fine, perfect... It also says that money's psychology is more complex. I agree.

However, there's a phrase that is used quite a lot around here and most people behave in such manner: "Boss, You do as if you pay me, and I'll do as if I worked..."

Well, regardless that it is true that questions made in such surveys are not published in said report, I assume that as most statistics driven by surveys, questions are not well designed... I mean, by the results I highly suspect questions made were around: "Do you like your job", "are you well paid", or  "would you like to earn more?", I mean, I highly question that they'd ask something like:

"If I could lower your income Today by half, would you like your job just as much?" . "What if I double your pay?"
"If you could change something about your job like magic, what and why would that be?"

"How much are you worth?"
"How well compensated are you versus your worth?"


I BET most people would answer something like: "you cut my pay in half and I'd go" or "you double me and I'll work harder"... So, if you notice this kind of answers would give a direct job-pay correlation. Albeit the few that'd answer: "Don't matter, even if I get nothing I'd keep my job just 'cause I love doing what I do" or "even if you pay me 200 times more, I'd still hate it" or the most dangerous of all: "Don't care". Results would definitely have a correlation, of I don't know, 30, 50, 95% by the first part versus 20, 90 or 5% of the second.

The second question is going towards evaluating the business environment and culture by determining what and on which degree for a change is desired. Close but not the same: "I'd change the lamps", Ï'd like to have a window"are not the same as "I'd change my boss". Again, most dangerous is: "I don't care". Anyway, NOBODY is 100% satisified because it is our own human perfectionable and ambicious nature to never be 100% satisfied. Whomever says (s)he is completely satisfied my alarms go off warning indiference. Satisfied, not happy. Not the same, Can you see that?

So, I have done a quite a few statistical studies and to my surprise results vary enormously to who applies it and to whom. If it is the boss, the secretary or someone from the outside, Does matter.

My dearest readers, Who have followed me from the getgo and more to it the people that know me directly know by now that my point is not close to being made since a few unconnected dots are still at large. I still need to dig deeper to find their hidden connections.

Based on hundreds of statistical studies I've executed or seen, Still to my amusement how easy it is to read the results backwards. A couple of examples: "46% of people say... blah (+/- 7% error margin nad a sampling of 50,000) Whoa, pretty well sized sample of course... If we are talking about Tonga, or Pitcairn... Besides, What about the error margin? Is it a majority? Which question was made? Which is the context? Population, Which kind of population?

There was a gameshow a few years back that asked 100 people their opinion and the game was the player had to guess what the majority said, right or wrong was not the point. My point is besides I do not like gameshows, I was amazed as to how the questions were boxing in the answers one way or another, the sense of the answer can change dramatically... regardless of collective intelligence which may be a future topic here...

Another torturing example, The couple of telephone or mall surveys that out of sheer boredom and the girl was nice enough I was forced to answer... Worst answer possible: "depends"... Poor surveying guys, the answer with an "I'll kill you" look, and I hate to answer something that is not completely true, or not all the time, obviously affecting the outcome and truthfulness of my own answers... And if they affected my answers, How many more?

Another, In a British study about toxic fumes into the atmosphere it was said that pollution was dropped 19% in 20 years simply because of they changed from coal to methane in their thermoelectric plants. Sure, but in fact they Only measured subjectively on a per Kilowatt base. If they'd reported the whole truthful thing, They'd said: "despite a drop per kilowatt, 25% more toxic fumes were released into the atmosphere because of increased consumption of electricity"

This is what I call Subjective Skew statistic's worst hidden enemy and I am both terrified and amused to see that most analists commit the same type of  " casual mistake"...

In my other post, Internet kills I talk about book percentages, where everybody is panickingg because the internet is a killer and it is "driving the last nail to the publishing industry's coffin..." May be, but the truth is that ebook growth in the last 3 years just in the US has been quite impressive, going from 1 to 17 to 23% of total book sale revenue... but if we look closely the trend is marking a pace that next year it will be 26 then 27...  it will 'stop' at around 36%. Lets see why: the size of change! From 17 to 23 is 6 which is three times less than the year before, so the trend in growth is just a third of the year before! In Europe today it is only 2% total. And Europeans are not what we can call illiterate. It just so happens they still like paper books better.

What can I say, Of course they felt steps on the roof, but within the factual context that their 500 year controlling empire of how books are bought and sold, change is what is panicking them, and it is logical.

Another truth is that it becomes news to sell news, it is news to sell more ebooks under the "everybody is doing it", It becomes news to make and create a fashion... Even if it reached 50%, again just in the US in the short term, it is way way far off the 100% thing that in reality and if history has taught us well, it will not get there in a couple of generations at least. Still, even if that got here, we readers and writers are not going anywhere, so the important part still stands forever.

Another: ... I could go on and on and on...with examples, because that is how we humans are..

So What the $@#$ is the point then??? Reading statistics must always consider the context. Wrongly read or executed are just a bunch of liars (or conspiration, I do not know.)

sistemas burocráticos.... ¡oh pesadilla! // my take on bureaucratic systems

Einstein dijo: "No puedes resolver un problema con la misma mentalidad que creo el problema"
El Dr. Adizes dice: "Las organizaciones grandes y maduras es esclavizan a si mismas dentro de la misma paradoja del sistema burocrático por su propio crecimiento, y si esas organizaciones no innovan en sus propios métodos y cultura, estarán firmando su propia sentencia"

Historia real: Una amiga mía trabajó en la oficina regional de Walmart hace unos años y un buen día el teclado de su computadora le falló. Reporto el problema al departamento responsable, y mientras esperaba, se terminó el día. Al día siguiente trajo el teclado de su casa para seguir con su responsabilidad y trabajar. Paso una semana cuando vino la gente de sistemas, reemplazo el teclado y levanto un reporte de "acciones de sublevación y negligencia", por lo cual le suspendieron unos días. Ella cuando me lo contó me dijo que lo mejor era no ser responsable. Yo le conteste: "las reglas existen por una razón, y esas son para evitar que la gente haga lo que quiere, incluyendo ser demasiado responsable".

En otro caso real que oí  un call center que operaba 24/7 recibe una llamada en día festivo, y la situación que el cliente reclamaba solo podía ser resuelta por el departamento que solo trabajaba en horario normal de oficina. La operadora le dijo al cliente que le dejara los datos y que el próximo día hábil una persona del departamento correspondiente le marcaría  o si el cliente deseaba, el mismo podía marcar en horario hábil y con gusto le resolverían su problema. El cliente quedo contento con la respuesta. Esa precisa llamada fue una de las monitoreadas, y la operadora perdió sus comisiones del mes, porque la regla decía  "tienes que transferir la llamada del cliente a la oficina X..." A ver, señor creador de las reglas, Y monitoreo de llamadas "para asegurar la calidad en el servicio..." ¿¿Que clase de orangután castiga a la operadora por efectivamente resolver un problema al cliente sin peligrar el estatus de la compania??? de esa forma, claro... mucha calidad de repetición, si muy 6Sigma e ISOs y mi trasero... yo como cliente SOLO me interesa que me resuelvan...! No se ustedes queridos lectores, pero yo en muchas llamadas de call centers si he dicho:"Espero que me estén grabando porque esto es ridículo!..." y lo siento operadores, Sé muy bien que son los libretos y las reglas de los jefes, pero ni forma de hablar con ellos...

Es completamente cierto que en las empresas grandes, es imposible operar sin un reglamento bastante comprensivo, inclusivo y a veces extenso, el cual usualmente va creciendo y aumentando según vaya siendo dictado por las experiencias personales y corporativas. Yo he redactado suficientes como para saber de que se tratan y porque surgen, olvidemos que muchas certificaciones ISO y por el estilo son requisito tener absolutamente todo documentado. Alguien hizo algo que estaba "permitido" pero problemático y en ocasiones hasta peligroso, pues se escribe una regla. En el gobierno son leyes. Entre mas extensa sea la base de usuarios o ciudadanos, mas extenso en teoría tendría que ser el reglamento.... Pero una cosa es poner reglas para hacer la convivencia organizacional sistemática y otra es que quieran regular mis horarios, vueltas y estilo en el sanitario... 

El sistema burocrático lo defino como un sistema en donde las reglas de operación son demasiadas o suficientemente complejas que simplemente llega el punto en donde una persona común no llega a aprendérselas todas mucho menos acatarlas. Para eso se supone tenemos como sociedad a los abogados y contadores y senadores y yo que se que mas...

Ahora, si bien es cierto que los gobiernos como organizaciones no tienen el mismo concepto de "muerte organizacional" como las corporaciones privadas, pero  también se mueren y se llevan a su sociedades de por medio. Los casos mas críticos acaban en conflictos o guerras civiles.... También es cierto que los gobiernos tardan y consumen mas recursos en cumplir los mandatos, usualmente en comparación con las empresas privadas. en un sistema burocrático no importa si es privado o publico, las mismas paradojas inherentes a la burocracia y a la cultura burocrática existen que crean al sistema sobre si mismo.

En cualquier sistema burocrático publico o privado, las iniciativas siempre son por mandato, "top-down" o de arriba para abajo. Nunca de abajo-para-arriba  -las que los estudiosos le llaman "bottom-up" entonces resultan ser imposibles, perdiendo así prácticamente todo el capital intelectual que ya tienen dentro de sus mismas organizaciones, mucho menos escucharan a alguien exterior, "¡¡Oh, blasfemias!!"

El punto de hoy es que, "demasiada" burocracia es asesina pues no solo estorba, sino extingue cualquier innovación, y ya sabemos que pasa con las organizaciones humanas si no hay innovación... se mueren. Entonces, ¿Las organizaciones burocráticas pueden innovar? ¡Por supuesto!!  tienen que empezar con reducir el sistema sea tan burocrático  y no solo por pintar encima, pues por entropía todo se oxida y el oxido ineludiblemente se sigue oxidando...  y luego ya platicamos ser innovadores. Eso por si solo es un reto Titánico.

A friend of mine worked in a regional Walmart office, one day her computer keyboard malfunctioned. She called the problem in, her day ended with no solution. So the next day she brought her home's keyboard to be responsible and continue her work. A week went by, the IT guy came in, replaced the keyboard and wrote a report on her "negligent and subordinative actions", earning her a short suspension. She told me she should've never be so responsible. I told her the rules were there for a reason, to avoid anyone doing whatever they wanted, even being overly responsible doing their own work.


Another case: I heard that a call center that operated 24-7 receives a call on a holiday, and the situation that the customer was calling about needed assitance of the department that only worked during weekdays. The operator solved the customer's situation by asking him to either call back on a weekday or leave his number and she'd call back to forward the call apropriately. This same call was the chosen for quality assurance monitoring, and the operator lost all of her bonus because the rules stated: "you must forward the call to X office..." Ok, Mr Monkey rule writer, What kind of orangutan punished the person that Solved a problem for the customer without jeopardizing the company's status?? of course, " monitored for quality assurance" of course, every ISO, 6Sigma robot repetition quality assured, my A$$, What I, as a customer want is to get my issue solved!!  I don't know about you my dear readers, but I have told many operators: " I hope you are recording me becuase this just  sucks!" And I am sorry operators I know that you follow the rules exactly like the boss' book goes, and that is a problem... just try and talk to one of the bosses... not going to happen...


It is absolutelly true that big corporations are impossible to operate without a comprehensive rulebook, which usually grows along with every corporations and personal experiences. I have written a few myself to know what that is about. It is also a requierement for may ISO type certifications. In government due to the sheer amount of people which they will be aplied, well those become laws. If the people base is large, in traditional theory it should reflect the amount of rules... But one thing is to put rules in place for systemic organizational colaboration and another that they want to regulate the time, shape and form I use and go to the toilet...

I define a bureacratic system where the operation rules are in such amount and/or complexity that a normal human being is uncapable of learning them all, much less abide them. In theory that is why we all need lawyers, accountants, senators and such and who knows who such...


True that government as an organization will not die as to the same concept of corporation death, and true that government changes take an immense amount of time and effort to implement such mandates, but private corporation's changes also take immense amount of time and effort to do so, especially if it's a mandate kind of deal because of the same inherent bureaucratic system paradoxes and bureaucratic cultural blockades that create the system onto itself.

In any bureaucratic system either private or government, a bottom up initiative is pretty much impossible to implement, loosing just too much profit out of their own intellectual capital, much less listen to someone from the outside, Oh blasfemy!

The point is, too much bureaucracy is a killer, not only will it hinder but extinguish any innovation incursion, and we all know what that means my dear readers, No innovation = Death.
So, Can big bureaucratic systems innovate? of course! Start by being not so bureaucratic, and not simply by painting over the rust as it will continue to rust from the inside just out of enthropic principles. And just after that, we can talk becoming innovative. That is a Titanic challenge onto and by itself.

UPDATE: one of my readers asked me: "What would you do to innovate inside a bureaucratic organization? "

Bureaucratic systems are built on rules, usually too many rules. innovation is built mostly by bypassing some if not most rules. If the rules are too strict then there is no room for innovation. To become innovative in a strict environment the rules must be bent, broken or disappeared. It is simply impossible to make rules to create innovation as creation means there are no rules yet created to begin with. It becomes sort of the time/space paradox.
So yes, there is safety created by bureaucratic rules, and them being bent or disappeared will undoubtedly cause panic. What would I do? Same I've done successfully before: create panic and chaos, Controlled chaos that is. Of course it would ultimately depend on the corporation that wishes changes to be made. Then there is a start. Without will there is nothing to do, no one can do anything for anyone without their own will to change.
So it is a problem, huge problem onto itself. If the company is big then the deconstruction ergo reengineering must be huge. It really depends on each company's current situation, their own rulebook, their own culture, their own people, and their own goals.

Sorcates once said: "to create change use your energy wisely: don't fight the old, build onto the new. But to build the new, one must learn from the old..."

ATUALIZACIÓN: Un lector me pregunto, " ¿Y tu que harias para innovar en una empresa burocrática?

Los Sistemas burocráticos están construidos sobre reglas, usualmente demasiadas reglas. La innovación es creada alrededor de las reglas. Si las reglas son demasiado estrictas, no hay lugar para innovar. Para convertirse en innovativo dentro de un ambiente estricto, algunas de las reglas deben doblarse, romperse o borrarse. Simplemente es imposible crear reglas para crear innovación pues en el proceso de creación se crearan las nuevas reglas. Es una paradoja de tipo tiempo/espacio.
Así que si, el sistema burocrático crea un sentido de seguridad, y el hecho de doblarlas o desaparecerlas indudablemente creara pánico  ¿Que haría yo? crear pánico y caos. Caos controlado por supuesto. Claro que dependerá completamente de la voluntad de cambio de la empresa en cuestión. Si no hay voluntad no hay nada que nadie pueda hacer para ayudarlos.
Así que si tienen un problema sobre si mismos. Entre mas grande sea la empresa, mayor es el reto de deconstrucción y reingenieria. Realmente depende de la situación actual de la empresa, su propio reglamento, su propia cultura y su gente, y obvio, sus propios objetivos.
